  devel/gnome-builder: update to 50.0 (#1243)

Updates GNOME Builder to 50.0.

Validation:
- bmake makesum, patch, build, fake, package
- bmake test (existing NO_TEST=yes)
- bmake check-license
- git diff --check

portlint -C reports only the retained generated work directory as fatal,
plus existing advisory warnings.

Update the GNOME Builder port to the 50.0 release.

Enhancements:
- Update the GNOME Builder port to version 50.0 and align its installed
files, schemas, and icon handling with the new release.

Chores:
- Remove the obsolete PORTSCOUT version restriction and reset the port
revision for the new upstream release.
