  www/gnome-user-share: update to 48.3 (#1247)

Updates gnome-user-share from 47.2 to 48.3.

- Adds Rust crate distfiles required by the upstream Meson build.
- Preserves the main source distfile alongside crate distfiles.
- Removes the obsolete PF_INET compatibility rewrite and adds staged
fil/uz locale catalogs.

Validation: bmake makesum, patch, build, fake, package, check-license,
Meson test discovery (no upstream tests), staged payload/plist
comparison, and git diff --check.

portlint reports only the retained generated work directory/package
artifact plus existing advisory warnings.

Update the GNOME user file-sharing service port to 48.3 with its current
build dependencies and installed localization data.

Enhancements:
- Update gnome-user-share to version 48.3 and integrate its Rust
dependencies into the port build.

Build:
- Preserve the upstream source archive while adding the Rust crate
