  sysutils/localsearch: update to 3.10.2 (#1248)

Updates Localsearch to 3.10.2.

- Reset PORTREVISION to 0 and correct the LGPL-2.1-or-later metadata.
- Track the new FFmpeg and WebP extractor modules, translated catalogs,
completion, and man page.
- Add direct FFmpeg/WebP dependencies required by enabled upstream
modules.

Validated: makesum, patch, build, fake, package, test (pre-existing
NO_TEST), check-license, and git diff --check. portlint reports only
existing advisories plus the retained work-directory artifact.

## Summary by Sourcery

Update the Localsearch port to 3.10.2 and package its expanded extractor
and localization support.

New Features:
- Update Localsearch to version 3.10.2 with newly packaged extractor
modules and generated localization, completion, and manual-page files.

Bug Fixes:
- Correct the LGPL license metadata and associated license file
references.

Enhancements:
- Add the direct FFmpeg and WebP runtime dependencies required by the
updated extractors.
- Enable gettext support and retain the updated upstream build
configuration.

Chores:
- Reset PORTREVISION for the upstream version update.
