  www/py-yarl: update to 1.24.5

Required by www/py-aiohttp 3.14, which needs yarl>=1.17.0.

Adds a run dependency on devel/py-propcache and a build dependency on
textproc/py-tomli (${PY_TOMLI}), both required by the 1.17+ build
backend and runtime.
