  archivers/file-roller: update to 44.7 (#1320)

Updates file-roller to 44.7.\n\nThe source declares GPL-2.0-or-later, so
LICENSE is corrected to gpl2+. The staged install has icons and no
shared library in the standard lib directory; add INSTALLS_ICONS and
drop stale USE_LDCONFIG.\n\nValidation: bmake makesum, patch, build,
fake, package, test (1/1), check-license, portlint -C, and git diff
--check.
