  sysutils/tracker3: update to 3.7.3 (#1318)

Updates Tracker 3 from 3.1.2 to 3.7.3.

- Refreshes the staged plist for the GI documentation and new HTTP
modules.
- Adds the libsoup3 and Avahi runtime libraries that the default build
installs modules against.
- Avoids global localbase link flags so g-ir-scanner links the
just-built Tracker library rather than the host compatibility symlink.

Validation: bmake makesum, patch, build, fake, package, test (existing
NO_TEST), check-license, git diff --check. portlint has one fatal only
for retained work/ plus advisory warnings.

and packaging metadata with the new release.

- Update Tracker 3 to the 3.7.3 release with refreshed installed files
