  security/libsecret: update to 0.21.8.2 (#1321)

Updates libsecret to 0.21.8.2.\n\nUpstream declares the complete source
set as LGPL-2.1-or-later, GPL-2.0-or-later, and Apache-2.0; the port now
declares those three licenses with their supplied files. Also adds
USE_LDCONFIG for libsecret-1.so.\n\nValidation: bmake makesum, patch,
build, fake, package, test (existing NO_TEST), check-license, and git
diff --check. portlint only reports the preserved generated .mport
artifact plus nonfatal style advisories.
