  security/gcr: update to 4.4.1 (#1322)

Updates gcr to 4.4.1.\n\nUpdates the staged gck/gcr library
microfilenames and adds lo/uz locales. Both library SONAME majors are
unchanged.\n\nValidation: bmake makesum, patch, build, fake, package,
test (existing NO_TEST), check-license, portlint -C, and git diff
--check.

Update the GCR security package to version 4.4.1 and refresh its
packaged library and locale metadata.

- Add the lo and uz locales to the GCR package.

Enhancements:
- Update GCR from 4.4.0.1 to 4.4.1 and refresh the staged GCK/GCR
