  misc/gnome-user-docs: update to 51.0 (#1379)

Update GNOME User Documentation to 51.0 and switch to Meson. Refresh
distinfo and staged documentation plist entries. Build, package,
check-license, portlint, and diff checks pass. Upstream test suite is
not passing in this environment because the installed xmllint lacks
Schematron support; 6 tests pass and 374 fail for that tooling
limitation.

- Refresh the port distinfo and staged documentation plist for the new
