  x11/tecla: update to 51.0 (#1310)

Update Tecla to 51.0.\n\nThe source remains GPL-2.0-or-later; no
dependency or ABI policy changes are needed.\n\nValidation:\n- bmake
makesum, patch, build, fake, package\n- bmake test (Meson: no tests
defined)\n- bmake check-license\n- staged payload matches pkg-plist\n-
regenerated package manifest includes each new locale\n- git diff
--check\n\nportlint reports only generated .mport/work artifacts and
existing advisory warnings.

## Summary by Sourcery

Update the Tecla port to the 51.0 release while keeping its existing
licensing and dependency policies.

Enhancements:
- Update the Tecla port to version 51.0.

Chores:
- Add the newly installed locale files to the package plist and refresh
the distribution checksums.
