  x11-toolkits/libshumate: update to 1.7.0 (#1317)

Updates Libshumate to 1.7.0.\n\nValidation: bmake makesum, patch, build,
fake, package, bmake test (existing NO_TEST policy), direct Meson test
under Xvfb (16/16), check-license, portlint -C (only retained generated
.mport fatal), and git diff --check.\n\nThe installed library SONAME
remains libshumate-1.0.so.1; no dependent PORTREVISION bumps are
required.
